1. Mineral Processing License (PCL)

2. Refining License (RFL)

3. Smelting License (SL)

Permits the pyrometallurgical thermal reduction of raw ores to extract crude base and precious metals, changing them from raw concentrates into unrefined metal products.

  • Duration: Valid for an initial term of 5 to 25 years, subject to strict operational and environmental compliance audits prior to renewal.

Part 3: Mineral Dealing and Trading Licenses

Post-extraction commercialization is tightly monitored through the Tanzania Gem and Minerals Houses and regional buying centers to mitigate illicit capital flights and enforce Anti-Money Laundering (AML) standards.

1. Dealer License (DL)

Authorizes the holder to buy, acquire, sell, or dispose of minerals within designated Mineral Markets, and crucially, permits the direct export of minerals.

  • Duration: Valid for a maximum of 12 months (aligned with the fiscal cycle running from July 1st to June 30th of the following year).

  • Equity Restriction: Foreign investors cannot hold a Dealer License outright; Tanzanian citizens must hold a minimum 25% shareholding stake in the licensed entity.

  • Compliance: Mandatory compliance with Counter-Terrorist Financing (CTF) and AML verification protocols.

2. Broker License (BL)

Authorizes local actors to buy minerals from designated buying stations and sell them to licensed dealers inside official Mineral Houses.
