Zanzibar has introduced new tourism regulations targeting private residences offering accommodation to tourists. These rules, issued by the Ministry of Tourism and Heritage and the Zanzibar Tourism Commission, aim to improve safety, quality standards, and regulatory compliance in the growing short-term rental sector.

Under the new regulations, all private residences used for tourist accommodation must:
- Register with the Zanzibar Tourism Commission
- Obtain a valid tourism license before operating
Licensing Fees:
- TZS 150,000 – Mijini Magharibi Region (Urban West)
- TZS 250,000 – Other regions
Failure to obtain a license may result in penalties or closure.
Inspection and Safety Requirements
Before issuing a license, authorities will conduct inspections to ensure:
- Compliance with tourism standards
- Safety and security of guests
- Suitable accommodation conditions

Penalties for Non-Compliance
Strict enforcement measures have been introduced. Violations may result in:

- Used for illegal or prohibited activities
- Terms and conditions are breached

The regulations currently apply to selected areas in the Mijini Magharibi Region, including:
- Stone Town
- Mlandege
- Fumba
- Bububu
- Chukwani
- Mbweni
These areas are key tourism hotspots with high demand for private accommodation.
